This study aims to determine the effectiveness of revolving fund on Baitul Maal wa Tanwil (BMT) to assist economic empowerment the Micro, Small and Medium Enterprises (SMEs). It is also searching for an answer to the question how SMEs can be empowered so that the programs can be implemented optimally. This type of research is a qualitative study using sytem approach Descriptive analysis. The analysis data are calculated using percentages. Historical approach for the past three years used for forecasting methods. Analysis of internal and external factors used to assess the readiness of the functions of the selected present. The subjects of this study are batik owner at district level in Central Java. The study period is 3 months, starting from Sepember to early November, 2017. The Result obtained from this research is that the batik owner at district level in Central Java, 72% can be empowered with revolving fund on Baitul Maal wa Tanwil (BMT). The key succsess BMT in managing revolving fund are, honest, trust, dicipline,simple process and friendly.
