Abstract

Community Social Workers have an important role in society. There are four roles based on the main tasks and functions, namely as a motivator, initiator, dynamist, and facilitator. In Indonesia, social workers play an important role as community facilitators. However, there is still an assumption that social workers only provide charitable services that can be done by everyone. This assumption is not correct because social workers are often manifested in the capacity as companions, not as healers or problem solvers directly. The role of social workers as social assistants seeks to develop, maintain, and strengthen the social welfare system, so that it can meet basic human needs. On this basis, this study aims to provide an overview of the role of community social workers, especially in community-based social rehabilitation services for children with disabilities. This study uses descriptive research with a qualitative approach and non-participatory observation methods by taking samples in Cibiru Wetan Village, Cileunyi District, Bandung Regency. Data was collected by interviewing five informants who knew and were directly involved in social rehabilitation services for children with disabilities. The results of the study indicate that Community Social Workers (PSM) in carrying out their roles, in general, can be said to be good. However, there are still some shortcomings, especially in carrying out its role as an initiator and motivator. The first shortcoming, in terms of initiating problem solving, is mainly related to the economic sector. While the second deficiency is its role as a motivator, related to the presence of parents of children with disabilities who are inconsistent and/or do not want to participate in therapy activities. As a recommendation, Community Social Workers in Cibiru Wetan Village, Cileunyi District, Bandung Regency should be able to strengthen collaboration networks, especially in the economic field by cooperating with the private sector and involving the community. In addition, it is also necessary to strengthen individual collaboration related to the participation of parents of children with disabilities.
